Improvement2: Initial ve-Token offering(IVO)

In the failure of veZKSync, the main reason is the control of the initial circulation. In order to solve this problem, we will use the initial ve-token offering(ivo) method, selling LB and veLB tokens to the community at the same time. The token price will be determined by the ratio of these two tokens purchased.
